The problem here isn't ranked choice voting - which is flawed and not the best single-winner-election voting system but is arguably better than the single-vote system - it's the "open primary" procedure which can lead to the kind of results you state. From my investigations the best system is a combination of Approval Voting and Ranked Choice Voting which I call Multichoice Elimination Voting - at MEVoting.com - although I'm in the process of preparing an update changing the "fine print" rules I had recommended with regard to the interplay of the two aspects of the system.
