I have no idea what vote you are talking about. What does City of London have to do with congressional voting.
I was referring to something you said yesterday. Perhaps you were not talking about the 2016 vote on London remaining in the EU.
No I was not. It was the UK that opted out of the EU, and thus London did too. But that did not affect the "City of London" which is its own entity.

Congress can't veto anything, only a president can veto prospective laws that hit the WH desk. Congress can over-ride a pres veto.
