Congress can't veto anything, only a president can veto prospective laws that hit the WH desk. Congress can over-ride a pres veto.

While DC has 'home rule’, Congress has ultimate authority… as it has ultimate authority over all territories. It’s not often exercised, but I am reading that Congress can vote to override a DC decision.
Do not hold your breath waiting for that to happen. It is the same people that operate both.
I guess it depends on how different the ideology and goals are.
