Congress can't veto anything, only a president can veto prospective laws that hit the WH desk. Congress can over-ride a pres veto.

What is it you want congress to veto? The Corporation of D.C.?

While DC has 'home rule’, Congress has ultimate authority… as it has ultimate authority over all territories. It’s not often exercised, but I am reading that Congress can vote to override a DC decision.
