Superior oil may be your solution. There are specific times when it must be sprayed. I don't think it kills bees.

What is superior oil and where can I get it.

Superior oil is a petroleum product and can be ordered from several companies. You can just google it, but if you want to be organic, dormant oil is a mineral oil. You can buy it on Amazon. Just search for Dormant Oil for fruit trees. It must be sprayed at certain stages of growth and times of year I gave up on my fruit trees because organic is labor intensive.

Bonide makes an All Seasons dormant oil. It kills insects by smothering them. I donтАЩt think you spray it when the tree is in bloom so bees would be safe.
