If Congress were to take back those powers they would be forced to vote on the record for or against any actions. And that could have consequences on their chances for reelection. Politicians are first and foremost narcissistic cowards.
There has been a complete laziness of our congress that has left its constitutional responsibilities to presidential executive orders and in this case to the UN. I’m sure not one Solon turns his paycheck back into the general fund.

Congress has also turned over most of their duties to bureaucracies, who create all kinds of regulations.
